Packages and uploads local agent configuration to the Kapso cloud platform. Process:
  1. Validates configuration against schema
  2. Bundles agent definition and tests
  3. Transmits to Kapso API
  4. Creates new or updates existing agent
  5. Syncs associated test suite artifacts
