Meta can disable or restrict a WhatsApp Business Account (WABA), a phone number, or a whole Business Portfolio when it finds a policy issue. These decisions belong to Meta. Kapso can’t appeal them on your behalf and can’t see the status of your appeal. Only an admin of your Business Portfolio can request a review.

Signs of a restriction

  • Messages fail with errors such as 141014 (WABA banned) or 131031 (account locked).
  • WhatsApp Manager or Business Support Home shows a notice that the account doesn’t meet Meta’s policies, or that it is disabled or restricted.
  • The phone shows “This account can’t use WhatsApp”.
If messages fail with 131031 or 141008 but Meta shows no restriction notice, it may be a technical lock rather than a ban. Contact Kapso Support; we can open a technical case with Meta for those.

Where to request a review

If a review is already in progress, wait for it; submitting again doesn’t speed it up. In your request, explain your business, how you use WhatsApp (two or three example messages help), how customers opt in, and what you changed.

What to expect

  • Reviews usually take 24–48 hours and can’t be expedited.
  • Meta usually doesn’t share the specific reason.
  • Completing business verification doesn’t reverse a ban.
  • If Meta’s decision is final, there is no further appeal through Kapso or Meta support.
While under review, pause campaigns and other business-initiated sends.

After a restriction is lifted

Accounts are sometimes restricted again shortly after being restored. For the first days:
  • send only to contacts who opted in, at low volume;
  • avoid content Meta restricts;
  • don’t repeatedly reconnect the number or restart signup.

Alternatives

If your use case follows the WhatsApp Business Messaging Policy:
  • If only the WhatsApp Business Account is restricted, you can connect a different number in a new WhatsApp Business Account in the same Business Portfolio after fixing the cause.
  • A number can’t be moved out of a disabled WhatsApp Business Account.
  • Switching to a dedicated connection, a new number, or a Kapso-provided number doesn’t avoid a restriction on the same business.

Prevent restrictions

  • Complete business verification early.
  • Send only to contacts who opted in, and use the right template categories.
  • Start with low volume and grow gradually.
  • Check the WhatsApp Business Messaging Policy for restricted industries before you start.
